Top Research Officer: Directs, plans, and controls the operational research program, utilizing engineering and scientific research methods for improvement, cost reduction, and/or optimization of the performance of the organization. Plans, develops, and establishes policies, procedures, and objectives of the organization's research operations functions in accordance with organization's objectives.
Reviews and analyzes results of research, determines the obtained benefits, and determines justified expenditures. Reviews and decides upon research results and recommendations to be presented to management. Approves and monitors the research operations budget. Reviews and determines methods and procedures to be used for monitoring projects, such as preparation of records of expenditures and research findings, progress reports, and staff conferences, in order to inform management of current status of each project. Prepares reports on progress and recommends the addition, expansion, or discontinuance of projects. Determines and assigns new research programs that may add value and profitability to the products and services provided.
