Job Description:

Plans, organizes, and directs patient care services in rehabilitation, home healthcare, or hospice clinical unit or agency in accordance with current standards and regulations so that the highest degree of quality care can be maintained at all times. Manages clinical personnel and develops, coordinates, and manages all clinic-based programs and departments. Coordinates and provides patient care and flow throughout the clinical unit. Establishes work objectives for the clinical program, determines short- and long-range goals, and plans and implements strategies to achieve goals. Maintains awareness of long- and short-term goals of the health system and recognizes opportunities for potential involvement in new service areas. Consults with and advises the Director regarding needs, goals, future plans, and problems pertinent to clinical programs. Provides consultation/resources for treatment of patients. Serves as clinical resource to supervisory and training staff. Oversees staff and activities of the clinic, assigns and distributes work, determines priorities, schedules nonroutine procedures, and performs personnel-related functions, such as hiring, firing, disciplining, training, etc. Assures that professional and support staff properly implement clinical policies and procedures. Assures staff complies with safety and health policies and procedures of the clinic and ensures patient care is delivered in a safe manner consistent with health promotion. Evaluates, counsels, and promotes the growth and development of the clinical staff. Evaluates the effectiveness of services provided and, in collaboration with staff, devises improved techniques and methods of implementation consistent with national trends in the delivery of patient care. Plans, directs, and/or participates in the development of new treatment services. Works with clinical staff to plan, direct, and/or participate in research studies. Coordinates, develops, and maintains quality assurance and program evaluation systems. Develops professional competence through participation in continuing educational programs. Demonstrates knowledge of Federal and State rules and regulations, JCAHO (Joint Commission on the Accreditation of Healthcare Organizations) standards, and other regulatory requirements.
