Counsels administrators of public libraries. Performs analyses of administrative policies, observes work procedures, and checks data relative to book collections to determine effectiveness of library service to public. Compares allocations for building funds, salaries, and book collections with statewide and national standards, to determine effectiveness of fiscal operations. Gathers statistical data, such as population and community growth rates, and analyzes building plans to determine adequacy of programs for expansion.
