Directs, plans, and controls activities relating to contract, bid, and estimation of the cost of labor and materials for projects, products, or services to obtain optimum efficiency and economy of operations and to maximize profits. Plans, develops, directs, establishes, and implements organization policies, procedures, and objectives in accordance with objectives of the organization through subordinate administrative personnel. Analyzes and approves department budget and requests to identify areas in which reductions can be made, and allocates operating budget.
