Plans, organizes, and manages the development and production activities of staff in the Data Processing Department to ensure rapid, accurate, and efficient data processing of organization's workload. Assigns and schedules work, coordinates staff for coverage in all related areas, and coordinates flow of work between shifts to facilitate flow and production and ensure continuity. Ensures that all department functions and activities operate effectively, efficiently, and securely within established deadlines and service levels. Oversees day, night, and month-end processing operations of mainframe, host, and core processing systems. Consults with staff, senior management, and/or department heads to assess organization needs, and conducts feasibility studies to determine the best course of action to achieve them. Defines nature of projects and information requirements of requesters. Reviews project feasibility studies. Determines boundaries and priorities of new projects, confers with programmers and analysts to define and discuss system capacity equipment needs and acquisitions, and tests new modified programs. Directs operation of computers to execute programs, and observes operation to detect errors or failure in progress of program. Reads monitor and enters commands to help computer operators identify correct errors. Revises input data program to continue operation of program. Notifies programming and maintenance personnel if unable to locate correct cause of processing errors or failure. Contracts with management specialists, technical personnel, or vendors to assist in solving problems. Revises operation schedule to adjust for delays, and notifies scheduling workers of need to adjust schedule. Monitors department's efficiency and effectiveness, and recommends changes in programs, routines, and quality control standards to improve computer operating efficiency. Evaluates proposed data processing projects to assess adequacy of existing hardware, and recommends purchase of equipment. Produces cost estimates for hardware and software upgrades. Reviews reports of computer and peripheral equipment production, malfunctions, and maintenance to ascertain costs plan department operating changes, and prepares correspondence and progress reports.
