Plans, develops, and establishes policies, procedures, and objectives of all the organization's research and development functions in accordance with organization's objectives.

Reviews and analyzes proposals submitted to determine if strategic benefits are derived and if possible applications justify expenditures. Reviews and decides upon research and development proposals to be presented to top management. Approves and monitors research and development budget. Reviews and determines methods and procedures to be used for monitoring projects, such as preparation of records of expenditures and research findings, progress reports, and staff conferences, in order to inform management of current status of each project. Ensures organization remains up-to-date in terms of technological changes, and communicates that information to appropriate directors and managers throughout the organization.
