Analyzes business conditions to determine current and future needs for supplies and materials. Develops and disseminates the organization's strategy and objectives to all staff. Develops and implements policies and procedures necessary for consistent operation of purchasing department.
Reviews and evaluates key requisitions requesting goods or services. Oversees preparation of Requests for Quotation or Proposal, reviews and evaluates bid proposals from vendors, and enters into negotiations and contracts with key vendors. Interviews key vendors to obtain information concerning product, price, price fluctuation, delivery and handling, risks, marginal benefits, and ability of vendor to produce product or service. Discusses defects of purchased goods with quality control or inspection personnel to determine source of trouble and take corrective action.
