Railroad Commissioner:
Heads and oversees the Federal or State Railroad Administration as a part of the State or the United States Department of Transportation. Oversees all aspects of railroads operations including managing comprehensive safety programs and regulatory initiatives, enforcement of FRA safety regulations, development and implementation of national freight and passenger rail policy, and oversight of diverse research and development activities in support of improved railroad safety.
Performs duties necessary to promulgate and enforce rail safety regulations, administer railroad assistance programs, conduct research and development in support of improved railroad safety and Federal or State rail transportation policies, provide for the rehabilitation of necessary rail passenger and freight services, and consolidate government support of rail transportation activities. Provides support, analysis, and recommendations on broad subjects relating to the railroad industry such as mergers and restructuring, economic regulation, rail economics, financial health, traffic patterns and network analysis, labor-management issues, freight data and operations, intermodalism, environmental issues, and international programs. Works closely with all departments within the agency in developing timely information for release through a variety of print and electronic news outlets as well as distribution to the general public. Works closely with other Department of Transportation offices in support of the administration's public policy objectives. Develops and drafts the agency's rail safety regulations, assesses civil penalties for violations of the rail safety statutes and FRA safety regulations, and provides other legal support for FRA's safety program. Provides leadership, policy guidance, support, and coordination to the railroad administration's various offices and external customers to ensure effective and consistent diversity and civil rights programs.
