Plans, develops, and supervises all cost functions. Ensures that all project cost activities, such as data collection, field estimating, productivity analysis, and budget forecasting, comply with company and client requirements. Develops and implements project cost standards and procedures. Implements a standard costing structure and ensures that all projects adhere to this standard. Supports the project teams to assist and guide the establishment of the project budgets and project control tools. Performs cost and risk estimating, analysis, and control activities.
Develops and maintains company standards and resources for cost services. Ensures that cost methods are standardized and proper training is administered. Assures that all company and/or project goals are properly communicated to and acted upon by all cost personnel. Assists in the development of quality standards and monitors compliance through all phases of projects for cost processes. Provides commercial information through estimating and budgeting, risk management, interpretation of project information, variance analysis, trending, and forecasting. Performs or coordinates pricing structure development and application. Plans, coordinates, and prepares project specific budgets. Assists in developing requirements for budgeting standards. Analyzes data, identifies problems, and makes recommendations. Identifies or defines data sources and techniques for data acquisition. Calculates, validates, and documents the incurred costs of materials, contracts, and labor. Develops and implements requirements for cost recording, reporting, and analyzing standards, programs, and reports. Monitors performance, manages project audits, and performs control functions. Creates and implements quantity measurement systems for given processes, analyzes performance metric results, and identifies improvements.
