Position Description - Engineer Civil
Plans, designs, and oversees civil engineering projects, such as airports, bridges, buildings, channels, dams, harbors, irrigation systems, pipelines, power plants, railroads, roads, sewage systems, tunnels, and water supply. Requires a degree in civil engineering or certification as a registered civil engineer. Excludes supervisory positions and paraprofessional engineers.: Analyzes reports, maps, drawings, blueprints, tests, and aerial photographs on soil composition, terrain, hydrological characteristics, and other topographical and geologic data to plan and design project. Calculates cost and determines feasibility of project based on analysis of collected data, applying knowledge and techniques of engineering, and advanced mathematics. Prepares or directs preparation and modification of reports, specifications, plans, construction schedules, environmental impact studies, and designs for project. Inspects construction site to monitor progress and ensure conformance to engineering plans, specifications, and construction and safety standards. May direct construction and maintenance activities at project site. May use computer-assisted engineering and design software and equipment to prepare engineering and design documents. Data reported by the US Department of Labor Occupational Employment Statistics Prevailing Wage Rates for use in H-1B estimates made after 2005 have been enhanced with two calculated columns: Level 2 and Level 3. As of March 28, 2005, new ETA 9089 rules call for surveys to provide at least 4 levels of wages. The Consolidated Appropriations Act, 2005 amended Section 212(p) of the INA, 8 U.S.C. 1182(p), to provide that: The wage required to be paid pursuant shall be 100 percent of the prevailing rates and Where the Secretary of Labor uses, or makes available to employers, a governmental survey to determine prevailing wage, such survey shall provide at least 4 levels of wages commensurate with experience, education, and the level of supervision. Where an existing government survey has only 2 levels, 2 intermediate levels may be created by dividing by 3 the difference between the two levels offered, adding the quotient thus obtained to the first level, and subtracting that quotient from the second level.
