Develops and oversees the implementation and administration of the organization's health and welfare benefits plans and programs, which may include medical, dental, vision, hearing, and prescription drug plans; consumer-driven health arrangements such as health reimbursement accounts and health savings accounts; long-term and short-term disability plans; life insurance and AD&D; tuition reimbursement and education assistance programs; and employee assistance programs. Provides related information and analyses to top management and the Board of Directors, and works with outside consultants and vendors as appropriate in all areas. Develops health and welfare benefits plans, programs, and processes, working across organizational levels, to ensure market competitiveness, internal equity, process efficiency, and compliance with current processes. Coordinates Family and Medical Leave Act and State-based leave policies with long-term and short-term disability arrangements. Complies with State, Federal, and local legal requirements. Determines the tax treatment of various health and welfare benefits, including the taxation of benefits for same-sex spouses and non-dependents. Complies with the HIPAA privacy and electronic security requirements applicable to protected health information arising in health benefit plans and/or on-site medical clinics. Drafts and negotiates group insurance contracts, administrative services only (ASO) agreements, managed care agreements, investment manager agreements, and pharmacy benefit manager (PBM) agreements. Oversees handling of claims for benefits in accordance with the ERISA and State law fiduciary rules, and in anticipation of potential litigation. Complies with the continuation health coverage requirements of COBRA and related State continuation laws.
